West Virginia Education System Ranked 47th in the Country
West Virginia's education system has been ranked 47th in the nation for the second straight year.
This is according to the 2013 Kids Count Data Book. The report states nearly three out of four West Virginia fourth-graders are not proficient in reading, and more than half of the state's three and four-year-olds are not enrolled in a pre-school program.
New Hampshire, Vermont and Massachusetts were ranked the highest.
