WHEELING, W.Va -

A boy was locked in a hot car while his parents were inside allegedly shoplifting at The Highlands on Wednesday. 

It all started in the Kohl's parking lot, when a shopper approached an Ohio County Sheriff's deputy and reported seeing a small child locked in a car. A 9-year-old boy was then discovered inside the vehicle. His parents were inside allegedly stealing merchandise.

Officers got the boy out of the car and into an air-conditioned police cruiser.

Once the boy's father, 25-year-old Stephen Clemens, exited the store, he was arrested by officers. He was arraigned by Magistrate Harry Radcliffe on a charge of child neglect creating a risk of serious injury.

The boy's mother was not arrested at the scene due to the trauma the boy had already gone through. More charges are expected in the future.
